Pitch decides whether the crew can walk the roof or has to work off staging. Penetrations decide how many flashing details have to be rebuilt by hand. Concrete and clay tile cost more in labor because every piece is handled twice, once on the way off and once on the way back, but tile shrugs off UV in a way asphalt never will.   3. Permit and scheduling
